Need to separate public and private packages to different tabs

Bug Description

If there are a lot of public packages, it's hard to handle users own packages.

In glance images table, there are a separate tab for browsing public packages.

We should do the same

    Add filter opportunity to the packages table

    * Now all packages are divided into three tabs - public, project and other. 'other' tab is not visible for users, since regular user is not allowed to browse foreign non-public package.
    If there are no such kind of packages, other tab if hidden for admin also.

    * Sign that was used previously for public packages has been removed
