Bug Description

After upgrading a 1.24.0 bootstack environment to 1.24.2 many (~50%) of units had hook failures. The majority of failures were in the "leadership-settings-changed" and "leader-elected" hooks but there were a handful of failures in "config-changed" and others.

I don't have much in the way of artefacts to support this bug report so I will reproduce and add more detail soon.

Bug 1478024 might be the root cause of this.

This has been fixed as part of the recent leadership and uniter fixes.
