Rotation icon is misleading

Bug Description

Hello,
when we turn on screen rotation block, we get icon for it. But I think it's misleading, because there are two rectangles with arrow and this suggest that rotation is allowed. When we turn off it, icon disappear. Maybe better solution would be to add into that icon some crossing (X) when screen rotation is not allowed?

the new icons set (available in rc-proposed) shows a lock with two arrows.

Can you please check out the new icon and mark the bug as invalid if you find the new one less confusing? :)
