Bug Description

I created a external segment and now I want to delete it. I see no errors when running the delete command but the segment does not get deleted

I believe the segment gets deleted and then gets but gets added back by the implicity policy driver (as a part of the implicit workflow that tries to create a default external segment with the name "default").
