Bug Description
in hooks context a unit, if its the leader of a service, must be able to set/get status for said service.
In case of status setting, the status and associated data will be set for the service instead of the unit when using the --service flag
In case of status getting, when the --service flag is passed it will obtain the status for the service and all its units.
Both actions are only possible if unit is the leader.
