[Dashboard][Usability] Too many steps required to get deployments logs

Bug Description
Currently logs are available from
1) Environment -> Deployment History -> Show details tab -> Logs tab
2) Environment -> Component detail -> Component Logs tab
2 or 3 mouse click are required to get logs of the deployment. Also, it's unclear why logs are available from component detail.
I suggest to add 'Last deployment logs' button to browse logs for the last deployment directly from the environment details page.
This button also may be added to actions for the table with list of environments.

Add last deployment log tab
New tab was shown if at least one deployment was held.
Is shows last logs to enable easy error tracking.
