Bug Description
[Impact]
On reboot, initialization commands can timeout causing the mellanox card to not initialize on boot.
[Test Case]
Reboot the system many, many times (this issue is rare).
[Regression Risk]
The fix comes from upstream and was submitted by Mellanox to bring the driver in-line with the way their firmware works.
