ceph 0.80.9 backport for fuel 5.1.x

Bug Description

Dear Team,

On March 10 ceph guys released 0.80.9 which is a bug fix release for problems that currently exist on fuel
5.1.x.

The most important problem of current ceph packages (even on 0.80.7 that comes with 5.1.2) is the very very bad performance of ceph enabled installations. I can verify this problem exists on the latest 5.1.x iso as I have tested on virtualbox on an ssd based host.

This bug fix release corrects a performance regression in librbd and an important CRUSH misbehavior while changing osd weights. Even small weight changes on OSDs makes ceph to move big amount of data.

These are problems that currently exist on our 5.1.x installation and influences the whole cloud performance.

So I think there should be a backport for this ceph release for fuel 5.1.x users.
