Bug Description

Ceilometer documentation for cinder here
http://docs.openstack.org/developer/ceilometer/install/manual.html#installing-the-notification-agent mentions setting
 notification_driver to cinder.openstack.common.notifier.rpc_notifier in cinder.conf for cinder notifications to work

This setting does not work anymore, the correct setting should be:
notification_driver=messaging

just for reference. it should be notification_driver=messagingv2... we should also look to see if we should just redirect to official docs.openstack.org.

the docs.openstack.org seems has no trunk version now (at least, recently I cannot directly visit the trunk version ), but our document in ceilometer is for master code, so the problem is that if we specify the address http://docs.openstack.org/kilo/install-guide/install/apt/content/ceilometer-cinder.html it may be outdated after one or two releases...

even though redirect is not a good choice, I think duplicate content is worse, Ildiko seems want to remove the whole manual install section IIRC, I think maybe we can start to do it now.
