Bug Description

There was a similar issue recently with the cloudsigma provider. The problem is that the feature flag does not propagate to agents, so bootstrap would succeed but juju would fail later. The solution is to only apply the feature flag during bootstrap.

I've marked this as a blocker (retroactively) because the provider would note have worked without it and the CI tests for the provider would have failed (once we get them).
