Bug Description

Currently inside of congress/policy_engines/agnostic.py, we can register/unregister triggers for tablenames in a particular policy. For reactive enforcement, we need to be able to register/unregister triggers for tablenames within a policy for a specific Modal operator. The bug is that we cannot specify a modal on the trigger.
