Bug Description
R2. Build 42 Ubuntu 14.04 multi-node setup
In this scale setup, we have ~60K VMIs. 1K VMI in each VN
A single port-create in such a setup takes about a second..

I think we have found the root cause for major delay in port create
request. In the POST of VMI, for quota check, we read the project from
cassandra. As we have more VMI in the project, project db entry becomes
bulkier.
This read is costing us a lot of time. We measured the timing by skipping
the quota check and timing reduced from 5mins to 23 secs for 100 port
create.
Will talk to Ajay about quota check optimization.
