Bug Description

The neutron DHCP agent doesn't update its interface's IP address to reflect a change to its corresponding neutron port.

How to recreate:

Create a network with a dhcp agent.
Use neutron port-update on the dhcp agent's port to change the IP.
DHCP agent is still on old IP address.

This happens for routers as well. I don't know if you want to file a separate bug for that.

Yeah, I think we would want a completely different bug for that since the changes are all on the agent side.

    Reload DHCP interface when its port is updated

    When a DHCP port corresponding to a DHCP agent is updated,
    trigger a reload on the namespace so it uses the latest port
    attributes (e.g. IP address).
