for CADF notifications, the initiator's ID (not name) should be user_id

Bug Description
Currently, when emitting CADF notifications the initiator portion of the payload contains an ID field, and an optional Name field.
We have been setting the initiators name to the user_id, we should be setting the initiators ID to that value
