Bug Description

On Azure, restore no longer works. 1.20 worked, but 1.21 does not. "restore" says: error: cannot re-bootstrap environment: cannot determine state server instances: environment is not bootstrapped

This can be demonstrated with the industrial_test.py script in lp:~juju-qa/juju-ci-tools/trunk

I proposed https://github.com/juju/juju/pull/1524 and passed on the patch to the rest of the team to look at since I had to leave and master seems to be broken (at least not compiling in any of my work machines)
