Bug Description

When we split the role manager into a separate backend inside the assignment component, we also gave the role manager its own cache config values. However, the actual code still uses the assignment cache values.

Make role manager refer to role cache config options

The role manager was using the general assignment cache options
rather than the role specific cache options in the config. This
