Bug Description
Switchboard's keyboard plug uses a Language > Layout System for selecting keyboard layouts, rather than listing all available layouts installed. This means that custom-made keyboard layouts, even for languages for which an ISO 639-2 code is available. To select one of these layouts, you must install the unity-control-
