SM_WebUI: Ubuntu14.04 WebUI is not up with installer

Bug Description
Server-manager webui is not up with Ubuntu14.04 installer. Webserver-manager package itself is not installed using installer.
Server-manager is up and running.

Changes to address the above and general support for R2.1 SM installation are available in R2.1 build 39. This is not an issue any more with the changes done to fix.
