Bug Description

Topology :
Config Nodes : [u'nodec4']
Control Nodes : [u'nodec5', u'nodec26']
Compute Nodes : [u'nodei27', u'nodei28']
Openstack Node : nodec4
WebUI Node : nodec4
Analytics Nodes : [u'nodec4']

1. Out of the 15 failed testcases in the ECMP suite, 10 have failed during cleanup.
They complain of the Service VNs(left, right and in many cases mgmt) still present in the api-server.

This happens only during parallel run of the cases.

Steps to repro :
On the config node,

export PYTHONPATH=$PATH:$PWD/scripts:$PWD/fixtures
python -m testtools.run -l scripts.ecmp.test_ecmp

./run_tests.sh -F ‘ecmp' -m -U -t

I am not able to reproduce the issue. I think we can remove this from the blocker list. I only see RI ref failures from the test scripts.
