Bug Description

When we build ISO and upgrade tarball in one job we expect builds to share the artifacts already produced by make.

But currently new make run erases targets done by the previous one.

See https://fuel-jenkins.mirantis.com/view/ISO/job/5.1.1-community.all/19/consoleText for example. Every container is recreated twice there, which leads to 1.5 hour build job.

We need to fix make to not remove build targets without explicit make clean request.
