Dev quickstart instructions for RHEL don't fully work

Bug Description

When following 'Install prerequisites' for the Ironic Developer Quickstart (http://docs.openstack.org/developer/ironic/dev/dev-quickstart.html) on RHEL6, the command 'sudo yum install python-devel openssl-devel python-pip mysql-devel libxml2-devel libxslt-devel postgresql-devel git git-review libffi-devel' doesn't complete successfully. It reports 'No package python-pip available' and 'No package git-review available'.

    Adds help for installing prerequisites on RHEL

    Certain prerequisites are not found by yum by default on RHEL. The yum
    command specified in the RHEL instructions for installing prerequisites
    fails to install python-pip and git-review. Adding a sentence directing
    readers to use the EPEL software repository which has the missing
    packages.
