Keyboard layout switching doesn't work

I can't switch between the two keyboard layouts installed on my system using keyboard combinations, such as Ctrl+ Shift.

I tried enabling different keyboard shortcuts in the system settings, but they didn't work.

The only way to switch layouts for now is to use the top status bar.
