Bug Description
Within the HRDE application we need to allow the user to download hazard maps.
In the future the hazard maps (currently UtfGrids) will be exposed also as a GeoServer layer. Once this is the case we can then direct the users from the HRDE app to the GeoNode layer detail page for each hazard map. From there the user will be able to download the map in all of the GeoNode supported formats
