"This is a FAQ" page has confusing controls for choosing/creating the faq

Bug Description
Launchpad has no FAQs yet. When I visit a linkfaq page for a question, it displays a single radiobutton over a search box over a comment box. At first glance, WTF. My suggestions:
- The "create new FAQ" link is totally invisible in the text. If it's an action, it needs something to make it stand out. Since we already have a radiobutton there, why not have an additional "Let me create a new FAQ for this question" item?
- If there are no FAQs, the "create a new FAQ" item is the only think the user can actually do in this page, so remove the other unnecessary form controls.
- If there are less than N FAQs, the search box should not appear, since it will only be redundant.
- Is there a good reason to display the search box /under/ the results?

I just hit this. It definitely looks like "No existing FAQs are relevant" will lead you into making a new FAQ, but it does not.
