Bug Description
When I do a create group, the L2 Policy part of the workflow is confusing. I believe its actually doing the right thing, which is by default giving me a new L2 policy / network each time.
However, the UI is weird. When I had no L2 policies, it was blank but gave no indication of what would happen. Once I had an implicitly created L2 policy, that one was always selected as the L2 Policy even though it looks like it still created a new L2 policy for my group.
We should have some value like "default" which creates a new L2 policy for my group. I should also be able to select from the dropdown existing L2's as I do now.
