Bug Description
Best path for a service chain's connected route must be learnt via BGP or XMPP.
If route targets are misconfigured, a ServiceChain path could become the active
path. This could result in route oscillations. Prevent this by treating connected
route as unusable if the best path is not a BGP or XMPP path.
