Phone doesn't (offer) reboot after switching SIM

Bug Description
The phone doesn't allow me to reboot after switching a SIM card. I have to manually shutdown by long pressing power.
Removing a SIM card does cause the respective indicator to change, for example "Unlock" disappears if the card was locked, so it's clear that the hardware can detect the changes.
For reference an Android-powered Xperia Z1 I have automatically reboots - albeit ridiculously quickly.
What I would like is for the phone just to offer me a reboot option. I would in fact appreciate if it doesn't do it forcibly in case I'm not that fast.
