Bug Description

Currently settings in /etc/neutron/neutron.conf is not available (and hence functionality) not honored by neutron plugin backend. We need to point such config to neutron plugin backend via contrail-api.conf so it can implement functionality.

In this specific case no matter the settings of force_gateway_on_subnet, neutron plugin backend always requires gateway to be on subnet (the default conf for neutron).

So neutron subnet-create --no-gateway <net-name> 1.1.1.0/24 which generates gw of 0.0.0.0 doesn't work.
