Gnome fails to bring up any panels in 1.4.04.1

Bug Description
I have just upgraded from 12.04 to 14.04.1.
I had to re-install gnome-core as most of it had been removed by the upgrade process.
Now when I login with any of the gnome wm options I get my background image but no panels and no right-button menus on the background.
xfce4 works but is very slow.

If I login to xfce and the try to run gnome-panel in a terminal it does eventually come up with the top and bottom panels, but the top panel has no menus and I get the error output:
