There is no way to delete freezing environment

Bug Description
1) stop engine
2) create environment and add any app into it
3) press deploy
There is no way to delete this environment except clean database
This also could happen if deployment get stock by some reasons.
This happened after new change in deleting environments; session is required to do that, but new session could not be opened if other session has 'deploying' status.
This is no obvious fix, need to discuss with the team
