Bug Description

Please, update RabbitMQ to version 3.3.5

Bug fixes
25921 prevent long delays in publishing after a node goes down and network
      connections to it time out (since 2.8.3)
26225 26293 greatly reduce the length of time between pause_minority mode
      detecting a minority and refusing to accept further publishes
      (since 3.1.0)

I do not approve upgrading RabbitMQ in 5.0.2, as well as many other non-openstack components. We do not support upgrade for these components, the only thing we support is patching of openstack components, and struggling to make patching of pythonish deps of openstack.

Upgrade of RabbitMQ might destroy an OpenStack cluster, and thus it's a highest risk.
