l3 router cannot set interface from a subnet, if subnet's gateway is outside of its cidr

Bug Description

If a subnet has gateway outside of its cidr and a VM/port is created using the first IP of the subnet, then by default cannot associate an interface from this subnet to a l3 router.

Failed to add_interface: 503-{u'NeutronError': {u'message': u'The service is unavailable', u'type': u'ContrailServiceUnavailableError', u'detail': u''}}
