Bug Description

In keystone we currently log cadf events in the log, twice for every authN. Once for pending and once for success/failure.
This is unnecessary since the notification_driver option in keystone.conf can have multiple values, one of them being log.

    Remove debug CADF payload for every authN request

    Since we already provide a generic mechanism for logging notifications
    (setting the notification_driver value to 'log'), having an additional
    debug log just for this case seems unnecessary.
