Bug Description

contrail-nodemgr is exiting when there is no comment against server=<xyz> line in the collector.conf

the following 2 lines throw exception when there's no # at the end of the line..

rajreddy@ubuntu-build02:/build/rajreddy/main_u_h_4/tools/packaging/common/control_files$ grep -n index contrail-nodemgr.py
456: discovery_server = discovery_server[:discovery_server.index('#')].strip()
519: discovery_server = discovery_server[:discovery_server.index('#')].strip()
