Bug Description
To reproduce:
Drop a local charm on the canvas.
Cancel out of the ghost inspector.
Drop the same local charm on the canvas.
It will give you the option to upgrade this ghost local charm.
Clicking to upgrade this throws an error.
Do we want to allow users to upgrade charms on ghost services? What about services queued in the deployment bar?
