First occurrence at 2014-06-02T07:10:40, only seems to be impacting devstack-precise-check-rax-iad-.* nodes (which suggests something provider/region/image-specific, but we've had two successful image updates in that time for both devstack-precise and devstack-precise-check in rax-iad).

The problem here was that some cloud slaves were booting with system clocks set hours in the past. This was fixed in devstack-gate change Ie5b7a6295f33a6639374c7ee72c682df5a0d26e9 which forces an `ntpdate` prior to the running of tests.
