Using udp only collector won't work

Bug Description

Hi,

Currently, we cannot uses only the udp collector. When we set rpc_backend and transport_url to '' ceilometer-collector raise
an oslo.messaging.InvalidTransportURL exception.

    Don't rely on oslomsg configuration options

    We shouldn't use internal oslo.messaging configuration options.

    This patch removes them when an oslo.messaging public API equivalent is
    possible.
