Bug Description

https://blueprints.launchpad.net/fuel/+spec/single-controller-ha

We should create test for check how our cluster can be scaleable after adding new controllers.
Steps:
1. create cluster with 1xController
2. add 2XControllers - check HA
3. add nXController - check HA
