keyboard alphabet keys don't work on initial power-on boot

Bug Description

On several occasions I booted up my laptop and when the unity greeter comes up the keyboard is not working. The alphabet keys don't work, the caps lock light turns on but pressing the caps lock key don't turn it off.

It takes one to a few reboots before the keyboard works and I can login and use the laptop.

No problem with the mouse/trackpad, just the keyboard.
