Bug Description
Modifications needed in certification and jobs related to cpu scaling (14.04 onwards)
* Remove the frequency_governors test from the cert whitelists
* Move the maxfreq test from fwts (now part of the fwts job) to its own job under cpu (cpu/maxfreq)
