Need a way to test that DataStore auth configs are valid

Bug Description

Currently we have a "validation" check to make sure that there is no "missing" auth info... This doesn't completely work for us. I was able to create 'dummy' info which passed the validation, however failed later on down the line. For deploy.py this is very unfortunate. We spend time after running the command "setting things up" to be uploaded to swift, only to find after sitting there and working for a bit that our config is invalid. We should reach out and check immediately to see if our auth info is valid (we can connect to swift) before taking the time to download branches, run make commands and such...
