The usual behavior in file browsers, is that you can add items to a collection, for example click dragging and this selecting multiple files, shift clicking to take every item from point A to B, and ctrl clicking, to select only some items.
This should also work with arrow keys as well.
Being over an item, holding shift and moving with the arrows works as intended. It does select the files.
When you are over an item, and hold Ctrl, you are able to move through items, and with space, you are able to select them as well, as it should be. The issue is, that when you are moving through items when holding ctrl, it should highlight “where you are standing” at the time being, so you can see what are you about to (or not) select with space to add to the item collection.
So, what should happen is, when holding ctrl and moving with the arrow keys, the item where you are standing should be highlighted to let you know “where you are”.

Ctrl + arrow keys will not make a selection at all.
Shift + arrow keys will make a selection, but:
- if you clicked on one file/folder and then used shift+arrowkeys to select the next file(s), the selection it will jump back to the first file/folder on your screen and start selecting from there.
- if you navigated using the arrow keys to the file where you wanted to start the selection, shift+arrowkeys works fine
