Transmission creates the `incomplete-dir` and it was driving me nuts

Bug Description
For a while I've been experiencing the seemingly spontaneous creation of the `~/Downloads` directory.
Now I've discovered that it was Transmission that created this directory because it was the `incomplete-dir` configuration directive.
Changing this configuration directive to a different directory, for example, `~/dl`, works around the issue.
The bug is that Transmission creates this directory despite the fact that `"incomplete-
