webui can display duplicate tickets when refreshed explicitly

Bug Description
I.e., I can get the following on screen:

Testing ticket Failed Image Building Failed

Testing ticket Package building In progress
Once the auto refresh triggers, it comes back to:

I can trigger it every other time (roughly) I hit the refresh icon in the url bar (firefox 27.0.1 on an up-to-date saucy)
