Undocked Document Properties dialog broken

Bug Description

Steps to reproduce:
1. Open Document Properties dialog and make sure it is not docked
2. Open second drawing (File->New->Default)
3. Observe that it is not possible to change the document default units for the second drawing.

Windows 7, r13053

I set the priority to low because people should not use undocked dialogs :P (the default is docked afaik)

Default setting for the Document properties dialog is undocked (do we have to warn users that inkscape ships with bad default settings? ;) ).

Not reproduced with current trunk (r13055) on OS X 10.7.5 (GTK+/Quartz 2.24.22): default units can be changed for either document. What seems wrong (at least on OS X) is that the wrong document window is moved to the front when activating the second of the two document property windows (but the changes happen in the "correct" one).

Confirmed on Windows XP, Inkscape trunk revision 13122.

Selecting the Document Properties dialog automatically gives the focus to the first document, even if I select the second one first.
Easy workaround: close the dialog, select the second document, and open the dialog again. Or use docked dialogs ;)

With 0.48.4, selecting the dialog also send the first document to front, but the change happen in the second one as expected.

Also works "correctly" with 0.48.x, revision 10006 (same devlibs as the trunk), and fails with the experimental GTK3 devlibs.

This undocked-dialog-first-windows-popping-up issue happens with all undocked dialogs, not only with the document properties one.

I always use undocked dialogs and I will always do, so what? ;)
Jokes apart, docked dialogs are pretty ugly as the dimensions cannot be easily set and they eat a lot of drawing space and...
I'm sure we could fill pages with why docked dialogs are bad and with why docked dialogs are good. I may suggest you shouldn't insist on this side.

Because of this problem, I usually avoid having more than one Inkscape window opened, which is a shame.

Ah, I forgot to say that the "close the dialog, select the second document, and open the dialog again" trick does not always work...

Still exists in 0.92pre3 (beta) on Windows 10

The dilogs when floating are idiosyncratic when using Inkscape on windows. When floating is allowed the dialogs don't follow the focused window. But we shouldn't use dock-able dialogs (when it's broken why offer the possibility??)

But even when dock-able is disable (ie only floating dialogs possible) the dialogs behave quirky...

steps to reproduce

open Inkscape window (new instance)
confirm floating dialogs (edit>preferences>interface>windows:radiobutton floating selected)

start drawing. open fill/line properties dialog (right click object, choose fill and stroke ...) . Dialog comes up. and reflects used color / properties

open second window (file > new)

in second window the properties dialog works as expected (but won't show the last used properties in that specific window. Changes as soon as properties change or new object is drawn)

close first window. all dialogs are closed even though a second window is still visible.

new dialogs are possible but at an expense; they are rendered as windows on the taskbar...

(excuses for the American slang, read colour for color and dialogue for dialog when you feel appropriate)
