Bug Description

Steps to reproduce:
1. Install murano from 0.4 branch
2. Create environment
3. Add linux telnet service in environment
4. Send created environment to deploy

Actual result:
Deployment freezes at the step: "DEBUG muranoconductor.commands.vm_agent [-] Waiting infinitely for responses to be returned by the agent. 1 total responses remain execute_pending /usr/local/lib/python2.7/dist-packages/muranoconductor/commands/vm_agent.py:185"
And on instance which created by murano, agent.config is incorrect

Yes, i checked it, this is not reproduced (on 203 lab)
