Accesskeys and what keys go with what actions table

Bug Description

There are some access keys used in Mahara but there is no place that explains what access keys are available and what they do.

As there is no standardization on what access keys should be used for what action we need to add a table somewhere that explains to users what is what.

And whether an access key has the same meaning depending on what part of the site you are in eg site admin section /vs institutional admin section.

Not sure where this needs to be put.

Julius Serrano suggested that the information about the accesskeys should be added to the Mahara User Manual. Or, if they're already in the manual, they should be updated.

There's no listing for "Accesskey" in the Mahara manual index currently: http://manual.mahara.org/en/1.8/genindex.html

Listing them in the manual is a good start, although I do feel like it would be good to list them somewhere in the site as well. Is there any place where webpages normally document their accesskeys? Wikipedia mentions a loose "Standard" for accesskeys where 1= homepage, etc, http://webarchive.nationalarchives.gov.uk/20100807034701/http://archive.cabinetoffice.gov.uk/e-government/resources/handbook/html/6-6.asp

For the record, here are the ones we're currently implementing, based on searching the codebase:

h = /index.php: Home i.e. Dashboard
v = /view/index.php: Portfolio -> Pages
g = /group/mygroups.php: My Groups
a = /admin/index.php: Administration homepage
l = Login / Logout

The closest thing I've seen to having accesskeys documented in the site is a 'cheatsheet' overlay accessed by pressing a particular key combination ... probably more useful for editing shortcuts though

It might be worth mentioning that the way to activate accesskeys differs across browsers (I think Chrome uses Alt+key, Firefox uses Alt+Shift+key, etc.)
