Option to remove transparency for PDF export

Bug Description
For certain reasons it can be advantageous to have a flattened transparency in PDF. For example, the PDF/A-1 format does not allow it. See also Bug #171292.
At the moment, as I understand it, transparency is always rasterized for PS/EPS, but not for PDF. In the changelog of version 0.47:
"transparency is always rasterized in PS or EPS but not PDF, as PDF supports vector transparency;" [1]
As far as I can see, there is no option to do otherwise.
