popup windows do not use established settings

Certain sites cause popup windows top open, and when this happens the popups do not obey user preferences for (among other things) history. This can be seen by setting maximum-history-age=0 and then browsing normally as well as visiting a page that opens a popup. The popup's pages will be entered in history while those from the regular session are not.
