The machine is a Dell Latitude D420 with a fresh install of Xubuntu 13.10. A minor issue is that upon resuming the laptop, the display settings window opens itself (the roughly same settings window when you go to Settings Manager->Display). I had this issue under a previous install with the 3.8 kernel on the same machine as well, so my closest guess as to the culprit is the power manager.

Does the display settings window still appear if you stop/kill xfce4-power-manager before suspending the system?
